Gigaom.com reports that tools like Storify.com (which just released its public beta) allow regular folks to do journalism. I think it's important to note, however, that it does not replace professional journalism.
Just because a guy stops at Home Depot and gets a tool kit, doesn't make him a plumber (or at least not a professional one). Getting tools like Storify might help regular people communicate better about the things they care about, but it does not make them journalists (at least not professional ones).
